we have more builds that are working correctly, the only difference with this one is that is accessing to a repo that is not Nuget.org

We used to use the Restore Package option in the build, but since is deprecated we now use the Install Package build step

enter image description here

Our Nuget.Config:

<?xml version="1.0" encoding="utf-8"?>
<configuration>
  <solution>
    <add key="disableSourceControlIntegration" value="true" />
  </solution>
 <packageSources>
    <add key="nuget.org" value="https://www.nuget.org/api/v2/" />
    <add key="sitefinity" value="http://nuget.sitefinity.com/nuget" />
  </packageSources>
</configuration>

This is a known issue occurring now on Visual Studio Team Services. Original issue at https://blogs.msdn.microsoft.com/vsoservice/2016/06/18/issues-with-hosted-builds-in-visual-studio-team-services-617-investigating/

It seems to have reappeared as of today: https://blogs.msdn.microsoft.com/vsoservice/2016/06/20/issues-with-hosted-build-in-visual-studio-team-services-620-investigating/

Our shop is dealing with the same problem.
