This is just impossible to do in Ms-access SQL and you have to rely on VBA
I had 20 minutes to waste so I did it for you...

Note that this works perfectly with the sample of data you provided. If you have shown all possibilities it will work with all of your table.
But you might have forgot to specify some special cases and you'll have to adapt the procedure accordingly to match them. I have commented all the code properly so you can understand it and fix it by yourself if needed.
This is the only way to go. You will never achieve such a report with a Query and VBA is there for that

In this state the report will just be saved in memory and printed in the debug window. That's not optimal.
A first quick thing you can do is to :
- create a form
- add a very large textbox to it, name it
TextReport
.
- add a button, and add the procedure code in it's click event.
- at the end of the procedure, add an instruction
TextReport.Value = strReport
Still it is not optimal if you have a very large table. Another possibility is to output the results into a text file :
In the VBA window, under tools/references, check the library "Microsoft Scripting Runtime"
Adapt the procedure like this and it will output the report to C:/AccessReport.txt
