Is it possible to see the restart history of an Azure App Service?

I mean to see it in the GUI, not an API.

Yes, you can see it from Activity log in azure portal. Screenshot as below:

I think this only includes actions that have been actively taken. If the service restarts after some crash, there won't be a log, because nobody triggered the Restart-Action in the UI / API. Or if you trigger a restart in the container via console, that won't show up here.Micropyle

Under Diagnose and solve problems go to Availability and Performance and then choose Web App Restarted, as documented by Azure:

This shows container recycle and stop events for your Linux app.

In this view you might see more cases of restarts for the chosen time range
