I have updated my pip version.
I tried to reinstall xcode command line tools again. xcode-select --install
I installed xcode.
Tried to update setup tools pip3 install --upgrade setuptools.
I tried all solutions of this question : this SO solution

Nothing seems to work, and I'm exhausted. Mac updates are worst. This is happening after I updated my mac last night.

I have also installed cython using pip install cython.

you could try to install pandas from source, see this https://mcmap.net/q/263553/-trouble-installing-pandas-on-new-macbook-air-m1Gough

Run terminal in rosetta mode then type pip3 install pandas

This issue usually occurs for packages that do not have binaries (wheels in the case of python packages) for the M1 Macs.

A solution that I have tried is to build the package from sources from its git repo.

This can be done with a pip install as follows:

pip install git+https://github.com/pandas-dev/pandas.git

Note the git+ prefix, this is what informs pip to download it as a package to be built as a wheel otherwise pip will fail to unpack the archive.

You can also add

git+https://github.com/pandas-dev/pandas.git

to your requirements.txt

This solution allows pip to build the wheel for your local environment and in the process may introduce conflicts in other packages which may require you to do same for the other failing dependencies as well.

It may be better for other collaborators on the project if you DO NOT COMMIT this into your requirements.txt unless required.

If you are using Mac M1 then try the below thing.

export GRPC_PYTHON_BUILD_SYSTEM_OPENSSL=1
export GRPC_PYTHON_BUILD_SYSTEM_ZLIB=1

The altivec flag in numpy was removed in commit 516bb1a. Now pandas can be installed successfully via

pip install numpy==1.21.0rc1 pandas

On my MacOS Ventura 13.0.1 with M1 chip, when faced with the error error: command '/usr/bin/clang' failed with exit code 1 during pip install, this answer's recommendation of running

export CFLAGS='-stdlib=libc++'

prior to pip install resolved the error.

Go to https://developer.apple.com/download/all/?q=command%20Line and searach for Command Line Tools (I prefer non Beta version) download it and install from the package.

It appears he has clang installed - but he's missing a PowerPC chip that supports the -faltivec flag. I'm guessing the problem is that the Makefile detected that the Mac has a non-intel chip and assumed that that means it's a PowerPC chip instead of looking for an M1.Diocesan
